The Public Works Department is responsible for the management of the Parks and Recreation Division. Services include the development, construction, and maintenance of parks facilities, as well as recreation programming.

The Planning Division is led by the City Administrator, with assistance from a contract City Planner with the Lane Council of Governments. This division includes current and long-range planning activities.

The Budget Committee reviews the City's proposed budget annually and helps prioritize how dollars are spent. The Budget Committee is governed by Local Budget Law (ORS 294.336-341) and consists of 10 members: five members of the Council and an equal number of qualified electors of the City. All members must reside within the City limits. The Committee meets once or twice annually as needed for the upcoming fiscal year.

The Library Committee operates and maintains the library, establishes policy for use of the library and advises the City Council on policy related to library budget, funding and use. The Committee consists of five members: three members must be residents of the City of Lowell. and two members may be non-residents. Members serve staggered two-year terms.

The goal of the Community Development Department is to positively plan, develop, and coordinate economic and population growth consistent with community values. This includes providing economic development, planning and zoning, and building services. The City maintains contracts with the Lane Council of Government for planning services, and Northwest Code Professionals for building inspections.

The Public Works Department provides water service to approximately 450 residential, commercial, industrial, and institutional customers. There are four phases to providing water service: treatment, storage, distribution and testing.

Treatment

The 2020 Strategic Plan is the fourth iteration and the first to take a multi-year approach. The original Plan was facilitated by Walt L. Hanline, Ed.D., and Mrs. Edith Hanline of the National Center for Executive Leadership and School Board Development and approved  by the City Council on September 6, 2016.

The Lane County Sheriff’s Office is the primary law enforcement agency for the City of Lowell. This includes patrols, dispatch, investigations, and public outreach. The Department conducts patrols on a periodic basis. To increase the law enforcement presence, the City also contracts with the Oakridge Police Department for an additional 40 hours per month.

Budget

The Lowell Municipal court is the judicial branch of government and provides a local forum for the resolution of minor traffic violations and City ordinance violations. Court is held bimonthly at Lowell City Hall on the third Thursday at 7:00 p.m.

Rolling Rock Park is located in the center of downtown Lowell. The park features outdoor exhibits that showcase the town's logging and railroad heritage, including a pedestrian covered bridge, caboose, and logging equipment. Amenities include shelters, picnic tables, restrooms, grills and an amphitheater used for concerts and special events.

Orchard Park is located on the east end of town on West Boundry Road. The park is operated by the U.S. Army Corps of Engineers. Amenities include picnic tables, restrooms, historic apple orchard, and wetland viewing areas.

The Annual Lowell Beautification Day and Parks Clean-up Day is scheduled for Saturday May 17th from 9am-12pm.

The Building Division is led by the City Clerk, with assistance from a contract Building Inspector. Currently, Northwest Code Professionals serves as the Building Inspector and processes all building, mechanical, electrical and mobile home permit applications. This includes structural and fire-life structural plan review,  inspections, and code consultation.  The City is responsible for record keeping and data reporting to local, state and federal agencies. Permit applications are accepted by the City of Lowell at City Hall during regular business hours.

The basic steps involved with building a home are provided below.  Some of these steps may not apply to your project. If you have questions regarding your specific project, please contact City Hall.

The City of Lowell Revised Code (LRC) requires that anyone who owns, keeps, possesses, or has control of a dog six months of age or older must have the dog licensed and vaccinated against rabies. Cats allowed to be at-large must be licensed, vaccinated against rabies, and altered.

A pet license identifies and protects your pet in case it becomes lost. You are required to keep your license updated. Pet licenses provide the following benefits:

Residents are invited to help complete beautification projects, including repainting the Cannon Street Covered Bridge, Moss Street Covered Bridge, and assisting residents with disposal of household items and yard debris. Dexter Lake has been ranked as a top 10 venue in the country for the sport of rowing. In April, the community hosts one  of the largest regattas in the Pacific Northwest, bringing collegiate and master's teams from Florida to Washington. The event is  organized by the Oregon Association of Rowers.

The Summer Reading Program (SRP) is offered through the City of Lowell Public Library. Kids earn prizes by reading, being read to, and doing literacy, STEM, and other activities. This year the SRP will be hosted at Lundy Elementary in the sixth grade classroom next to the playground. The City of Lowell operates and maintains the street network with the City. As such, the City regularly undertakes projects to maintain or improve key streets within the community. This project has been developed to evaluate the existing roads within the city, help the City plan, and address the needed repairs to the roads throughout the City in an efficient and timely manner.

The City of Lowell has approximately 425 old meters that have been in service for more than 20 years and have reached the end of their expected life. Replacement meters will be read remotely, have an expected 20 year service life, and will ensure accurate reading and billing.

The project will be completed in phases over the next five (5) years. There is no cost to the customer for the meter replacement.

The Parks and Recreation Master Plan serves as a guide to maintaining, enhancing and creating additional parks, trails and recreation features. The document will include background information, an existing condition assessment and inventory, prioritized capital improvement plan, and an implementation strategy. Additionally, concept plans will be developed for Rolling Rock Park, railroad right-of-way below the Sunridge development, and a multi-use trail from Rolling Rock Park to Lowell State Park.

The Lowell City Hall and Library will be closed Monday, February 18, for President's Day.

The Green Waste Facility (Sewer Plant, 240 South Moss Street) will be open Monday - Friday from 9:00-5:00 until further notice to accept tree limbs and other yard debris. If you do not have access to a truck or trailer, please contact City Hall for assistance and place the yard debris behind the curb or sidewalk .Staff will pickup debris over the next several weeks.

The City of Lowell maintains a green waste drop-off facility at the Wastewater Treatment Plant, located at 240 South Moss Street. The facility is open the last Saturday of every month from 10:00-12:00. Residents may drop off acceptable materials at no charge. Proof of residency is required, and may be confirmed with a recent water, electric, cable or telephone utility bill.

The Planning Commission reviews long range planning issues, neighborhood planning, and amendments to the Comprehensive Plan and implementing ordinances. The Planning Commission focuses on land use policy issues and makes recommendations to the City Council on such issues, based on criteria outlined in the City's Comprehensive Plan and Land Development Code.

The City of Lowell is conducting an informal solicitation for landscape architecture services for the implementation of the City’s Downtown Master Plan. The project is comprised of multiple phases. This solicitation is for the first two, which includes improvements to Rolling Rock Park and Cannon Street.

In the winter of 2018/19, City of Lowell  approached RDI to help explore interest in a local business organization. The City had recently undergone a comprehensive planning process and identified the creation of a local business organization as an economic development strategy to pursue in 2019. RDI focused on the following questions:

The Lowell City Council will hold a Public Hearing on Tuesday, March 17, 2020 beginning at 7:00 p.m. at the Maggie Osgood Library, 70 North Pioneer Street, Lowell, Oregon, to discuss improvements to Lakeview Avenue from Moss Street to Pioneer Street. The City has received grant funds to renovate the street and make safety improvements. Currently, the street does not meet minimum width standards for a two-way street. The City Council would like to hear from stakeholders regarding their preference for either a one-way street (in the direction of Pioneer Street) or widening the street.
